Dear Mr. Hwang:

I am writing on behalf of the Stedwick Homes Corporation Board of Directors, which represents a community of 1260 homes with approximately 4,000 residents in Montgomery Village. The Stedwick Homes Corporation Board of Directors wishes to inform you of our strong opposition to Alternatives 8 and 9 of the Midcounty Corridor Study (i.e., the construction of M83, the proposed extension of Midcounty Highway from Montgomery Village Avenue or from Watkins Mill Road to Rte. 27.)
If constructed, Alts 8 or 9 will cause many homeowners in our community to suffer substantial losses of property value at resale. Simply put, fewer potential buyers will consider living so near to this new busy road, and those who do consider it will expect to pay less than they would pay for the quiet, scenic location that exists in that area today.
Presently, many homes in the Stedwick neighborhoods of Clusters I & II and The Ridges and even more homes in surrounding communities have views of pristine wetlands and parklands.  All residents of Stedwick and neighboring communities have access to enjoy these green spaces through footpaths. Alternatives 8 or 9 would remove that environment forever and exchange peace and beauty for road noise and visual blight.
 In addition to our concerns about the loss of property values and quality of life, the Board has strong concerns about the burden that these most expensive among the alternatives will place on the county budget.  Much of these routes would need to be elevated above the underlying wetlands, the Great Seneca Creek floodplain, and a steep ravine. Much of the rest lies along steeply sloped hillsides.  These conditions will add great expense. The county has many needs, and many of those will not be met if the county diverts the funds to these, the most expensive alternatives.  On behalf of the residents of Stedwick, we reiterate our opposition to the proposed Alternatives 8 and 9.
